Eligibility by Nationality

🇪🇺EU/EEA Citizens

An EU/EEA or Swiss driving licence is valid in Estonia until its printed expiry date — no exchange is required. You may exchange it voluntarily for an Estonian juhiluba without exams, unless it expired more than 5 years ago or you were not a permanent resident of the issuing country when you obtained it.

🇺🇸🇬🇧US/UK Citizens

The United Kingdom is a 1968 Vienna Convention country; the United States, Canada and Australia are 1949 Geneva Convention countries. A standard UK/US/Canadian/Australian car (category B) licence that meets the Convention form requirements is exchanged for an Estonian juhiluba with NO theory or practical exam — only a health certificate and the state fee. Higher categories (BE, C, D, CE, DE) from Geneva Convention countries do require exams.

🌍Other Non-EU Citizens

Exchange treatment depends on which road-traffic convention your country belongs to. Licences from 1968 Vienna Convention countries are exchanged without exams; licences from 1949 Geneva Convention countries are exchanged without exams for categories A and B (higher categories require exams). Licences from countries party to neither convention are exchanged only after passing a theory and a practical exam.
