Eligibility by Nationality
EU/EEA Citizens
An EU/EEA driving licence is valid for driving in Finland for as long as it remains valid — no exchange is required. US/UK Citizens
The United States, the United Kingdom, Canada and Australia are all Contracting States of the road-traffic conventions — there is no "no agreement" bloc. A valid US/UK/Canadian/Australian car (B) licence is exchanged for a Finnish ajokortti with NO test, provided you apply within 2 years of moving permanently to Finland; a medical certificate is still required. Other Non-EU Citizens
A licence from a Contracting State of the Geneva 1949 or Vienna 1968 road-traffic conventions can be exchanged for a Finnish ajokortti. Tips for Expats in Finland
- There is no "no agreement" group — the USA, Canada and Australia are Contracting States and are treated exactly like the UK, Switzerland, Japan and South Korea.
- Whether you need a test depends on timing, not nationality: exchange a Contracting State car licence within 2 years of moving and there is no test at all.
- The theory test is available in English, so an expat who must sit it is not forced into Finnish or Swedish (interpreter use for other languages is restricted from 29 May 2026).
- Since 1 April 2025 the driving-licence medical certificate is issued by private doctors, not municipal health stations — book a private clinic.
