Eligibility by Nationality

🇪🇺EU/EEA Citizens

An EU/EEA driving licence is valid for driving in Finland for as long as it remains valid — no exchange is required. You only need to act when it is about to expire: renew it in your home country, or exchange it for a Finnish ajokortti with no test (a medical certificate is needed only if the EU/EEA licence has already expired).

🇺🇸🇬🇧US/UK Citizens

The United States, the United Kingdom, Canada and Australia are all Contracting States of the road-traffic conventions — there is no "no agreement" bloc. A valid US/UK/Canadian/Australian car (B) licence is exchanged for a Finnish ajokortti with NO test, provided you apply within 2 years of moving permanently to Finland; a medical certificate is still required. Wait beyond 2 years and a theory + driving test is required.

🌍Other Non-EU Citizens

A licence from a Contracting State of the Geneva 1949 or Vienna 1968 road-traffic conventions can be exchanged for a Finnish ajokortti. A driving examination (theory + driving test) is required only if you have lived permanently in Finland for more than 2 years, your licence has expired, or you are exchanging a BE/lorry/bus category — otherwise the exchange needs only a medical certificate. Licences from countries that are not Contracting States require a driving licence permit and the full examination.

You may drive on a valid foreign licence while a temporary resident. The 2-year exchange window starts when you move permanently to Finland — students who become permanent residents should exchange within that window to avoid the driving examination.

  • 💡There is no "no agreement" group — the USA, Canada and Australia are Contracting States and are treated exactly like the UK, Switzerland, Japan and South Korea.
  • 💡Whether you need a test depends on timing, not nationality: exchange a Contracting State car licence within 2 years of moving and there is no test at all.
  • 💡The theory test is available in English, so an expat who must sit it is not forced into Finnish or Swedish (interpreter use for other languages is restricted from 29 May 2026).
