Eligibility by Nationality

🇪🇺EU/EEA Citizens

There are no special exemptions and no licence-exchange system — every applicant, regardless of nationality, applies for a state licence from scratch. The process, fees and exams depend entirely on the Mexican state where you live.

🇺🇸🇬🇧US/UK Citizens

US and UK licence holders get no exchange shortcut — like everyone else they apply for a state licence from scratch once resident. In CDMX a first-time applicant must pass a Spanish theory exam; in Jalisco and Nuevo León a theory and a practical exam are required. While you remain a tourist your foreign licence is accepted.

🌍Other Non-EU Citizens

Mexico has no national licence-exchange (canje) system and no exchange agreements. A foreign resident applies for a licence from scratch at the transit or mobility department of their state. Requirements vary by state — CDMX requires a theory exam for first-time applicants; Jalisco and Nuevo León require a theory and a practical exam.
