Eligibility by Nationality

🇪🇺EU/EEA Citizens

There is NO federal driver's licence in the United States — each state issues its own licence through its DMV (usa.gov/visitors-driving). EU citizens who become state residents must apply for a state DL; the grace period ranges from 10 days (California — CVC §12505(c)) to 60 days (Virginia — dmv.virginia.gov/moving/new-virginia) and most common is 30 days (New York, Florida, Washington). Foreign licences alone are typically only valid for short-term visitors; most states do not waive written or road tests for EU licences, although a handful of states (e.g. Maryland, South Carolina, Michigan) have partial waivers for specific countries — check your target state DMV.

🇺🇸🇬🇧US/UK Citizens

US citizens moving between states must transfer the licence to the new state within that state's new-resident deadline (e.g. 10 days in California, 30 days in New York, 60 days in Virginia). UK citizens: no federal exchange, but several states have partial-exchange agreements with the UK — e.g. Michigan, Wisconsin and some others waive the road test for a valid UK licence; most others require both tests. Verify on your target state DMV before assuming waiver.

🌍Other Non-EU Citizens

Same state-by-state framework as EU citizens. A non-EU foreign licence is generally accepted for tourist driving (usa.gov/visitors-driving says IDP validity for use in the U.S. is "1 year"), but once you establish state residency you must obtain a state DL within that state's deadline. Most states require both a knowledge test and a road test; a minority waive the road test for certain countries.

🎓Students

F-1/J-1 holders may drive on a valid foreign licence (plus IDP where required) during short-term visits, but most state DMVs will issue a student a state DL once the student establishes state residency and presents an I-94, I-20/DS-2019 and SSN or SSN-denial letter. Licence validity is usually tied to the authorised stay on the I-94 — the state DL expires with the immigration document.

Required Documents

  • ✓Proof of identity — valid unexpired passport with visa, or US permanent-resident card (I-551), or other USCIS document
  • ✓Proof of lawful presence — I-94 arrival/departure record (per DHS REAL ID requirements at dhs.gov/real-id)
  • ✓Proof of Social Security Number — SSN card, W-2 or SSA-issued letter; if ineligible, an SSA "denial letter" (Form SSA-L676) is accepted by most state DMVs in lieu of an SSN
  • ✓Proof of state residency — typically 2 documents showing a physical address in the state
  • ✓Foreign driver's licence (original) if you are seeking a reciprocity waiver
  • ✓Fee payment (state-specific)
  • ✓For REAL ID (recommended): all of the above must be original or certified — photocopies are not accepted for REAL ID per TSA/DHS rules

Costs Breakdown

Conversion/Exam Fee
Varies by state: examples include Florida $48 base + $6.25 service fee (flhsmv.gov fee schedule), California ~$45 (DMV fee schedule, non-commercial Class C), New York $64.25-$107.50 depending on age/duration, Texas $33 (6-year Class C), Virginia $32 (8-year). Confirm the current fee on your state DMV fee page before applying.
Medical Exam
Not required for a standard non-commercial state DL. Commercial Driver Licences (CDL) require a DOT medical card under 49 CFR Part 391.
Translation
Typically not required — most state DMVs accept a foreign licence with a certified English translation from the issuing country or from an embassy/consulate. Some states (e.g. California) do not require translation.
Total Estimated
Typical out-of-pocket for a standard DL: $30-$110 (state fee only). No mandatory driving school for adults (18+) in most states. If you are required to take a road test and fail, retest fees apply.

License Exchange Agreements

Direct Exchange (No Test Required) · 5

— US reciprocity is NEGOTIATED STATE-BY-STATE, not federally. Examples below: —Germany: most US states' licences are on the German Anlage 11 FeV List A (no tests) for exchange TO Germany; 11 named states are on List C and require a theory test. Each US state also has its own list of countries whose licences it accepts without a road test.Canada: most US states accept Canadian provincial licences without road test (and vice versa).Examples of US-state agreements in the reverse direction: Maryland, South Carolina, Michigan, Arkansas and several others waive the road test for licences from Germany, France, South Korea, Taiwan and/or other named countries — each state publishes its own reciprocity list.Always check the specific target state DMV reciprocity page — no two states share the same list.

No Agreement (Full Test Required): If your country is not on your state's reciprocity list, expect to pass BOTH the state knowledge test and the state road test, regardless of how experienced a driver you are in your home country.

Tips for Expats in United States

  • 💡There is NO federal US driver's licence — every rule (grace period, tests, fee, languages, reciprocity) is set by your state DMV. "The US requires X" is almost always wrong; the accurate framing is "your state requires X".
  • 💡REAL ID Act enforcement for domestic flights is now live: since 7 May 2025, TSA requires a REAL ID-compliant state DL (look for the star) OR an acceptable alternative such as a US passport, passport card, Enhanced Driver's Licence or Global Entry / NEXUS / SENTRI card (tsa.gov/real-id, dhs.gov/real-id).
  • 💡Most state DMVs require either an SSN or an official SSA "denial letter" (SSA-L676) — the letter confirms you are not eligible for an SSN because of your visa class and is accepted by DMVs in lieu of an SSN.
  • 💡State-by-state grace period is short in some states: California gives only 10 days from establishing residence (CVC §12505(c)) and you may NOT drive for employment on a foreign licence after establishing residence.
  • 💡Reciprocity lists are state-specific: Germany, France, South Korea and Taiwan have negotiated road-test waivers with SOME states (e.g. Maryland, Michigan, South Carolina) but not with others — never assume reciprocity without checking the target-state DMV.
  • 💡Knowledge-test language support varies enormously: California offers the written test in ~35 languages, Texas and Florida in far fewer. If you are uncomfortable in English, pick your state of residence with this in mind.
  • 💡Your state DL normally expires with your immigration status — if your I-94 / visa ends sooner than the standard licence term, the DL is issued to match the shorter date (AAMVA-aligned state practice).

Frequently Asked Questions

Is there a single US driver's licence?
No. The United States has no federal driver's licence — each of the 50 states, DC and the territories issues its own DL through a DMV (or equivalent agency). Federal law only sets MINIMUM standards: the REAL ID Act (dhs.gov/real-id) sets identity-verification rules, and the Federal Motor Carrier Safety Regulations (49 CFR Part 383) set rules for Commercial Driver Licences. Everything else — age, tests, fees, grace period, reciprocity — is decided by the state.
How long can I drive in the US with my foreign licence?
Short-term visitors may drive on a valid foreign licence (plus an IDP where the state requires one) — USA.gov notes IDPs issued for use in the US are valid for 1 year and "not every US state requires an IDP" (usa.gov/visitors-driving). Once you become a state resident, state law takes over: 10 days in California (CVC §12505(c)), 30 days in New York, Florida and Washington, 60 days in Virginia, commonly 90 days in Texas. Missing the deadline makes driving illegal under that state's statute.
Do I need a Social Security Number to get a state driver's licence?
Most state DMVs require either your SSN or documentary proof that you are ineligible for one. The Social Security Administration issues Form SSA-L676 ("Refusal to Process SSN Application") that confirms ineligibility — state DMVs accept this letter in lieu of an SSN. Visa classes such as B-1/B-2 tourist typically cannot get an SSN, so an SSA-L676 is the normal route for them. Eligible work-visa holders should apply for an SSN first (usually available ~10 days after arrival).
What is REAL ID and do I need one?
REAL ID is a federal identity-verification standard from the 2005 REAL ID Act. Since 7 May 2025, TSA enforces REAL ID for domestic flights and entry to certain federal facilities — you must present a REAL ID-compliant state DL (marked with a star) OR an alternative such as a US passport, passport card, Enhanced DL, DHS trusted-traveler card (Global Entry, NEXUS, SENTRI), permanent-resident card or military ID (tsa.gov/real-id). REAL ID is optional for driving itself — it is only needed for domestic flights and federal buildings.
Can I take the DMV written test in a language other than English?
Yes in most states. All states offer the test in English; the vast majority also offer it in Spanish. The number of additional languages varies enormously: California offers the knowledge test in roughly 35 languages (including Mandarin, Korean, Vietnamese, Tagalog, Russian, Armenian, Arabic and many more); New York offers around 8; Texas and Florida offer fewer. Check your state DMV's knowledge-test page for the current list.
Do I need an International Driving Permit (IDP) in the US?
It depends on the state and your country. Per USA.gov, "not every US state requires an IDP" and "the US does not issue IDPs to foreign visitors" — you must obtain one in your home country before travelling. An IDP is only a translation of your licence, not a substitute for it; you must carry both. IDPs issued for US use are valid for 1 year. Once you become a state resident, the IDP no longer helps — you need the state DL.
Can I exchange my foreign licence without taking tests?
Only if your target state has a reciprocity agreement with your country. There is no federal exchange. Examples: Maryland has reciprocity with Germany, France, South Korea and Taiwan (among others); Michigan has reciprocity with Germany, UK, Canada and some others; California has NO reciprocity with any foreign country and requires full testing. Check your state DMV's "reciprocity" or "out-of-country licence" page. Do not assume a waiver without confirming — it is state-specific.
My foreign licence is from a country on the German Anlage 11 — does that help in the US?
No. The German Anlage 11 is a GERMAN reciprocity list for exchange TO Germany; it has no effect on US state DMVs. US state DMVs maintain their own, separate, reciprocity lists with foreign countries. Each state decides independently which foreign licences to accept with or without testing.
How much does a US driver's licence cost?
Fees are set by each state. Representative current fees: California ~$45 (non-commercial Class C, 5-year), Florida $48 + $6.25 service fee (Class E, 8-year, flhsmv.gov), New York $64.25-$107.50 (depending on age and duration), Texas $33 (Class C, 6-year), Virginia $32 (8-year). Road-test and knowledge-test retakes may incur additional fees. Always check the current fee on your state DMV's fee page.
Do I need to take driving lessons or go to a driving school?
For adult applicants (18+), most states do not require formal driving school — you can self-study for the written test and practise driving with any licensed driver before the road test. For applicants under 18, most states require a state-approved driver-education course (hours of classroom and behind-the-wheel instruction). Some states (e.g. New York, Pennsylvania) require a 5-hour pre-licensing course even for adults. Check your state DMV.
Does my state driver's licence expire when my visa expires?
Usually yes. Following AAMVA-aligned practice, most state DMVs issue a DL to non-US-citizens that expires no later than the authorised stay shown on the applicant's immigration document (I-94 or I-797). When you extend or change your immigration status, you must take the new documents to the DMV to extend the DL. A few states take a more lenient approach — check your state's rule.
Can I drive in another state with my US state licence?
Yes. Under longstanding Driver Licence Compact / AAMVA mutual-recognition practice, every state recognises every other state's DL for driving purposes while you are a visitor. But if you MOVE to a new state, you must transfer the licence within that state's new-resident window (10-60 days typically). Your out-of-state licence is surrendered when you receive the new state's DL.
