🇪🇺EU/EEA Citizens

All EU/EEA states are parties to the 1968 Vienna Convention on Road Traffic, which Turkey acceded to on 22 January 2013. EU/EEA driving licences can therefore be converted to a Turkish sürücü belgesi at the Nüfus Müdürlüğü with NO theory or practical test — only document submission, sworn translation (noter tasdikli tercüme), health report and the state fee. The 1-year conversion deadline starts when you obtain your residence permit (ikamet).

🇺🇸🇬🇧US/UK Citizens

United Kingdom IDPs and UK driving licences are recognised under the Vienna 1968 Convention — direct exchange at the Nüfus Müdürlüğü with no theory or practical test. United States licences have no exchange path because the USA is NOT a party to the 1968 Vienna Convention; US holders must attend a Motorlu Taşıt Sürücü Kursu (MTSK), pass the theory and practical exams, and obtain a fresh Turkish licence.

🌍Other Non-EU Citizens

If your country is one of the ~40 states whose driving licences Turkey recognises under the 1968 Vienna Convention (or via a separate bilateral treaty), the exchange is no-test — same path as EU holders. Licences from non-Convention countries (most of South-East Asia, Africa, Central Asia and Latin America, plus the USA, Canada, Australia and New Zealand) require the full Turkish licensing process at an MTSK driving school.

You may drive on a Vienna-1968 IDP paired with your home-country licence for up to 6 months from entry. Once you obtain a student residence permit (öğrenci ikamet), you have 1 year from that residence start to exchange the licence (if eligible) — beyond which Turkish enforcement treats the foreign licence as invalid.
