Eligibility by Nationality

🇪🇺EU/EEA Citizens

EU/EEA driving licences (including Iceland, Liechtenstein, Norway) are valid in Belgium and do NOT need to be exchanged upfront — you may drive on your home licence as long as it remains valid. Exchange becomes mandatory (i) within the three months before your licence expires, (ii) within two years of registering in Belgium if your licence has no administrative expiry date / is issued for an unlimited period, (iii) after loss, theft, serious damage, or (iv) if a Belgian court issued you a temporary Belgian licence following a traffic offence (SPF Mobilité / FOD Mobiliteit).

🇺🇸🇬🇧US/UK Citizens

USA: the United States is on the Belgian "recognised non-European" list — a direct exchange is possible without theory or practical test, subject to Federal Police authentication and commune verification. UK (post-Brexit): UK licences are still accepted for driving in Belgium while valid; UK residents who register in Belgium can exchange their UK licence for a Belgian one at their commune without taking tests (UK is on the recognised list). Both categories still need a certified translation if the licence is not in French, Dutch, German, or English.

🌍Other Non-EU Citizens

Applicants with a non-EU/EEA licence from a country recognised by Belgium may drive on that licence for the first 185 days after registering at their commune/gemeente. Exchange must then be requested at the commune; authentication by the Federal Police follows (about two months). Licences from non-recognised countries cannot be exchanged — the holder must pass the full Belgian theory and practical tests. The Arrêté royal du 23 mars 1998 relatif au permis de conduire governs the regime; "résidence normale" is defined in Article 1 as at least 185 days per year in Belgium.

🎓Students

Students registered in Belgium may use a recognised foreign licence during the 185-day window after registration. Beyond that, exchange (if from a recognised country) or full Belgian tests (if not) are required. An International Driving Permit does not extend this period — once you are on the Belgian population register, the 185-day clock applies.

Required Documents

  • ✓Belgian identity card (eID) or residence permit
  • ✓Original valid foreign driving licence (not a provisional or international permit)
  • ✓Sworn / certified translation of the licence if not already in Dutch, French, German, or English
  • ✓Recent passport-style photo on white background (if your appearance has changed)
  • ✓Proof of residence in the issuing country at the time of licence issuance (if different nationality from that country)
  • ✓Completed commune application form

Costs Breakdown

Conversion/Exam Fee
€20 federal licence fee + commune tax (varies by commune; typically €5–€20, e.g. Brussels-City €38 all-in, Leuven €30 non-EU / €0 EU, Woluwe-Saint-Pierre €28.50)
Medical Exam
Not required for exchange. A medical form (Form II for categories A/B) is only required when obtaining a first Belgian licence via the full tests, and in specific cases (professional drivers, age-related renewals).
Translation
€40–€100 for a sworn translation (if your foreign licence is not in Dutch, French, German or English)
Total Estimated
Approx. €30–€60 (EU exchange / recognised non-EU exchange); add roughly €5 Federal Police authentication fee for non-EU licences. Full first-time licence with tests typically €1,200–€2,500 depending on driving-school package.

Tips for Expats in Belgium

  • 💡Licences are ordered federally but issued and collected at your commune/gemeente — procedures, hours, and commune taxes vary noticeably between municipalities.
  • 💡The 185-day clock for non-EU exchange starts on commune registration, not on arrival in Belgium. An International Driving Permit does not pause it.
  • 💡Federal Police authenticity check on non-EU licences typically takes around 2 months — apply well before your 185-day window ends.
  • 💡English is NOT an official theory-exam language: in Flanders/Wallonia you can pay for a sworn English interpreter (~€50–€55); Brussels uses pre-recorded audio translations instead.
  • 💡Belgium has NO demerit-point system (unlike France or the Netherlands). Serious offences are handled directly by courts, which can impose fines, driving bans, or mandatory re-examination.
  • 💡The recognised-country list (published by SPF Mobilité) includes US, UK, Canada (9 named provinces), and most major non-EU states — but specific sub-national entries matter: only the named Canadian provinces qualify, for example.
  • 💡UK licences remain exchangeable post-Brexit under the Belgian recognised-country list, without theory or practical tests.
  • 💡You can NOT renew a foreign licence while resident in Belgium — once registered, you must either drive on the still-valid foreign card, exchange it, or (if not from a recognised country) take the full Belgian tests.

Frequently Asked Questions

Do I need to exchange my EU driving licence when I move to Belgium?
Not immediately. EU/EEA licences (including Iceland, Liechtenstein, and Norway) are valid in Belgium as long as they remain valid at home. You must exchange only if: (a) your licence is within three months of expiry, (b) it has no expiry date / is issued for an unlimited period and you have been registered in Belgium for two years, (c) your licence is lost, stolen or damaged, or (d) a Belgian court ordered you a temporary Belgian licence after an offence.
How long can I drive on my non-EU licence after moving to Belgium?
185 days from the date you register at your commune/gemeente. After that, if your licence is on the Belgian recognised-country list, you must exchange it at the commune (no theory or practical test, but subject to Federal Police authentication). If your country is not on the list, you must pass the full Belgian theory exam (GOCA) and practical test. The 185-day threshold comes from Article 1 of the Arrêté royal du 23 mars 1998 (definition of "résidence normale").
Can I exchange my US driving licence without taking a test?
Yes. The United States is on the Belgian recognised-country list published by SPF Mobilité / FOD Mobiliteit, so a direct exchange is possible at your commune without theory or practical tests. You will still need your original US licence (plus a sworn French or Dutch translation if it is not in Dutch, French, German or English), proof of residence in the US when the licence was issued, and Federal Police authenticity verification (about two months).
Does my UK licence still work in Belgium after Brexit?
Yes. You can drive in Belgium on a valid UK licence while it remains valid, and UK residents who register in Belgium can exchange their UK licence for a Belgian one at the commune — no theory or practical test — because the United Kingdom is on the Belgian recognised-country list. The same 185-day and Federal Police authentication rules apply as for other non-EU recognised licences.
Can I take the Belgian theory exam in English?
Not as a direct exam language. The official GOCA theory exam is offered only in Dutch, French, and German. In Flanders and Wallonia you can book a sworn English-language interpreter for a surcharge of roughly €50–€55, but availability is limited (often once a month per centre). In Brussels, the exam centre does not allow live interpreters but offers pre-recorded audio-translated versions in the most common languages. AutoviaTest helps you study the content in English before you attend the official test.
Who issues the Belgian driving licence — the national authority or the commune?
Both: the rules are federal (SPF Mobilité / FOD Mobiliteit, Arrêté royal 23 mars 1998) and the exams are regional (administered by GOCA at authorised centres), but the licence card is ordered and delivered by the commune / gemeente where you are registered. That is also why you apply for any exchange at the commune counter, not at a federal office.
What does it cost to exchange my licence in Belgium?
The federal licence card costs €20, plus a commune tax that varies by municipality — typical totals are €25–€40 in most communes (e.g. €30 in Leuven for a non-EU exchange, free registration for an EU licence; €38 all-in in Brussels-City; €28.50 in Woluwe-Saint-Pierre). Non-EU exchanges also incur about €5 for the Federal Police authenticity check. Add roughly €40–€100 for a sworn translation if your licence is not already in Dutch, French, German or English.
How long does the exchange take?
For an EU licence the commune typically issues the new card within about 5 working days. For a non-EU licence the Federal Police authenticity check takes around two months, after which the Belgian card itself is printed in about 5 working days. Start the process well before your 185-day window closes.
Is Belgium really without a demerit-point system?
Yes — unlike France, the Netherlands or Germany, Belgium does not operate a driving-licence points system. Traffic offences are handled by the police and, for serious cases, by the police court (tribunal de police / politierechtbank), which can impose fines, immediate withdrawal of the right to drive, driving bans, and mandatory re-testing (theory, practical, medical, or psychological exams).
Do I need a medical exam to exchange my licence?
No — a medical exam is not required for a standard category A/B exchange, whether from an EU or recognised non-EU country. Medical fitness forms (Form II for B, more detailed checks for professional C/D categories) are only required when you obtain a Belgian licence via the full tests, for professional categories, or in specific age- or health-related situations.
What if my home country is not on the recognised list?
Then your foreign licence cannot be exchanged: once your 185-day window ends, you must hold a Belgian learner's permit (permis provisoire / voorlopig rijbewijs), take driving lessons, pass the GOCA theory exam (in Dutch, French or German — with interpreter or pre-recorded translation as allowed in your region) and the practical test. Total cost for a first-time Belgian category-B licence via a driving school is typically €1,200–€2,500.
Which commune should I apply at if I move within Belgium?
Always the commune / gemeente where your current main residence is registered. Procedures and commune taxes differ: Brussels-City uses the MyBXL appointment system, Leuven handles exchange at bevolking@leuven.be, and each commune may require slightly different document packages. If you move between communes after applying, your file is transferred automatically via the national register, but any printed card must still be collected from the commune that issued it.
