🇪🇺EU/EØS-borgere

EU / EEA licences can be exchanged for a Norwegian one without any tests (source: vegvesen.no — "Exchanging a driving licence from an EU/EEA country"). Before becoming resident you can drive on the licence for up to 3 months in Norway.

🇺🇸🇬🇧Amerikanske/britiske borgere

UK / Northern Ireland: exchange without tests under the same rules as EEA licences, explicitly covered in the vegvesen.no UK canje page ("The rules are the same as for driving licences from EEA countries"). USA: exchange requires passing the Norwegian theory and practical tests (no full driver-training course).

🌍Andre ikke-EU-borgere

Norway uses a tiered system per vegvesen.no: (a) UK, Switzerland and Japan exchange under the same rules as EEA — no tests; (b) Australia, Canada, Israel, Monaco, New Zealand, San Marino, South Korea and USA exchange with the Norwegian theory and practical tests; (c) any other country must take the full Norwegian driver-training programme.

🎓Studenter

You may drive on a foreign licence for up to 3 months from arrival in Norway. After that, residency-based rules apply: exchange (if eligible) or full driver training.

Tips for utflyttere i Norge

  • 💡The Category B theory exam in Norway is offered in English as well as Norwegian, Sami, Sorani, Arabic and Turkish — contrary to the folk belief that the test is Norwegian-only.
  • 💡UK and Swiss licences exchange under EEA rules — no theory exam, no practical test, no mandatory Norwegian driver-training course.
  • 💡Japanese licences also exchange without tests for Category B.
  • 💡US, Canadian, Australian, Korean, NZ, Israeli, Monegasque and San Marino holders exchange with the Norwegian theory + practical exam, but skip the full trafikalt-grunnkurs / mørkekjøring / glattkjøring training.
  • 💡Countries outside both lists face the full Norwegian driver-training programme (mandatory dark-driving and slippery-road courses) — one of the most thorough in Europe.

Fra en nylig utdannet expat

En ekte historie fra noen som fikk førerkortet sitt som utlending

Bestått i Chile·3. mai 2026
«I find the service invaluable. It helped me immensely and I am impressed by the format and content. First class!»

I have now passed my driving theory test. The course and information was great and very helpful. The reason I had to take the test is because I am living in Chile which does not recognise the driver licence of my mother country.

Ofte stilte spørsmål

Can I take the Norwegian driving test in English?
Yes, for Category B (car). Per Statens vegvesen, the theory exam is offered in Norwegian Bokmål and Nynorsk, English, Sami, Sorani, Arabic and Turkish. Motorcycle classes are offered in Norwegian Bokmål or English. Heavy vehicle classes may be Norwegian-only — check the vegvesen.no language list for the specific category you are applying for. Practise with AutoviaTest in English to learn the rules before your exam.
Can I exchange my UK license for a Norwegian one after Brexit?
Yes. The vegvesen.no UK canje page is explicit: "The rules are the same as for driving licences from EEA countries." UK / Northern Ireland licences exchange without the Norwegian theory exam or practical test, regardless of whether the licence was issued before or after Brexit.
Can I exchange my US license for a Norwegian one?
Yes — with tests. USA is grouped with Australia, Canada, Israel, Monaco, New Zealand, San Marino and South Korea on vegvesen.no: you exchange by passing the Norwegian Category B theory exam (available in English) and the Norwegian practical test. You do not need to complete the full Norwegian driver-training course.
How long can I drive in Norway with my foreign license?
Per vegvesen.no, a driving licence from a country outside the EEA is normally valid for driving in Norway for up to 3 months from arrival. Within that period you should apply for the exchange; for Japan-rules applicants the guidance is to apply within one year of taking up residence. EEA / UK / Swiss licence holders can use their licence during the pre-residence period and then apply for exchange under EEA rules.
What is mørkekjøring and do I need it to exchange my licence?
Mørkekjøring is the Norwegian mandatory dark-driving training. It is part of the full Norwegian driver-training programme (together with trafikalt grunnkurs and glattkjøring). You only need it if your country is NOT on vegvesen.no's exchange lists — EEA / UK / Swiss / Japanese exchange without any training, and the US / Canada / Australia / Korea / NZ / Israel / Monaco / San Marino group exchange with tests but no mørkekjøring requirement.
What is glattkjøring?
Glattkjøring is the Norwegian mandatory slippery-road training — how to control a vehicle on ice and snow. Like mørkekjøring, it is only required for applicants outside the vegvesen exchange lists, as part of the full Norwegian driver-training programme.
How much does a Norwegian driving licence cost?
For the exchange paths (EEA / UK / Swiss / Japanese, or the theory+practical US-group) the cost is the vegvesen exchange fee plus any translation needed. For the full driver-training path (countries outside both exchange lists), the total cost is significantly higher because it includes trafikalt grunnkurs, mørkekjøring, glattkjøring and driving-school lessons. Check the current vegvesen.no fee schedule for exact amounts.
