Poland's road network has changed faster than most foreign drivers expect, and the rules that matter sit at the extremes. The blood-alcohol ceiling under Article 87 of the Kodeks wykroczeń and Article 178a of the Kodeks karny is 0.2‰ — among the strictest in the EU, well below Germany's or Italy's 0.5‰ and far below the UK's 0.8‰.

Anything between 0.2‰ and 0.5‰ is a "stan po użyciu" offence carrying a minimum PLN 2,500 fine; over 0.5‰ becomes a criminal "stan nietrzeźwości" with PLN 5,000–60,000 fines, 3–15-year licence bans, and since 14 March 2024 mandatory vehicle confiscation above 1.5‰ under Articles 44b–44c of the Penal Code. Two glasses of wine and a slow walk back to the car will still put you over.

The fine tariff was overhauled on 1 January 2022 and tariffs were not revised again for 2026 — but recidywa (a repeat of the same offence within 24 months) now doubles every fine for speeds 31 km/h or more over the limit. The maximum speeding fine is PLN 2,500 base / PLN 5,000 for repeat offenders, handheld phone use is PLN 500, and running a red light is PLN 500 plus 15 penalty points.

The night-time 60 km/h urban allowance, which existed until 1 June 2021, is gone — built-up areas are now 50 km/h around the clock, with strefy zamieszkania (residential zones) capped at 20 km/h.

Tolling is split. State-managed autostrada sections (A1 Gdańsk–Toruń, much of A2 Łódź–Konin since 2023, A4 west of Katowice) are free for cars under 3.5 tonnes; e-TOLL applies only to vehicles over 3.5 t and buses.

But the two concessionaire sections still charge cars: Stalexport's A4 Katowice–Kraków costs PLN 18 at each of the Mysłowice and Balice plazas (PLN 36 end-to-end, rates effective 1 April 2026), and Autostrada Wielkopolska's A2 Świecko–Konin costs roughly PLN 138 end-to-end. CANARD launched new odcinkowy pomiar prędkości (average-speed) corridors on the A2 (17.4 km Mińsk Mazowiecki–Janów), S7 (15.9 km Radom Północ–Wolanów) and S8 (Nadarzyn bypass) in late January 2026 — 43 new section-control points roll out nationally through the year.

Warsaw's Strefa Czystego Transportu, in force since 1 July 2024 across 37 km² of Śródmieście, expanded on 1 January 2026 into parts of Ochota, Praga and Mokotów and now requires Euro 3 petrol or Euro 5 diesel; Kraków's SCT also went live on 1 January 2026 covering roughly 60 percent of the city. Daytime running lights are mandatory year-round regardless of weather.

Validity Period: EU/EEA licences are valid indefinitely. Non-EU tourist licences are valid for up to 6 months from entry; after establishing residency, holders must convert within 180 days. UK licences remain accepted for tourist use post-Brexit.

Important Note

Non-EU drivers whose licences are not issued under the 1968 Vienna Convention or are not in Latin script must carry an International Driving Permit alongside the original licence. The original (not a copy) must be carried at all times when driving.

What to Carry in Your Car

Mandatory Items

  • Fire extinguisher (minimum 1 kg, ABC-rated, with valid inspection sticker) — required under §11 of the technical-conditions regulation
  • Warning triangle (E-marked, deployed 30–50 m behind the vehicle outside built-up areas, 100 m on motorways and expressways)
  • Valid driving licence (original — photocopies not accepted)
  • Vehicle registration document (dowód rejestracyjny)
  • Proof of motor third-party insurance (OC) — paper or digital copy on phone is accepted

Recommended Items

  • First-aid kit (not legally mandatory for passenger cars, but drivers are still obliged to render aid at accidents under Art. 44 of the Road Traffic Act)
  • Reflective high-visibility vest — not mandatory inside the car but useful when standing on a hard shoulder
  • Spare bulb set
  • Tow rope or rigid tow bar
  • European accident report form (zielona karta / wspólne zgłoszenie szkody)
  • Winter tyres — not legally required by date, but strongly recommended November–March

Average Cost

A4 Katowice–Kraków (Stalexport concession): PLN 18 per plaza × 2 plazas = PLN 36 end-to-end for a car. A2 Świecko–Konin (Autostrada Wielkopolska): roughly PLN 138 end-to-end across the three 50-km segments. State-managed A1, A2 east of Konin and A4 west of Katowice are toll-free for cars under 3.5 t since 1 July 2023.

Poland is NOT a vignette country for cars — there is no national sticker to buy. Only two motorway sections operated by private concessionaires charge passenger cars: A4 Katowice–Kraków (Stalexport Autostrada Małopolska) and A2 Świecko–Konin (Autostrada Wielkopolska). All other autostrady and ekspresówki are free for cars; e-TOLL applies exclusively to vehicles over 3.5 t and buses, replacing the legacy viaTOLL system in 2021.

Parking Tips

  • SPP is enforced Mon–Fri 08:00–18:00 typically; free on weekends and public holidays — but always check the sign as Warsaw and Kraków extended hours and Saturdays in some sub-zones
  • Buy tickets via mobiParking, moBILET, SkyCash, AnyPark or city-specific apps — physical parkometers increasingly accept only contactless card
  • Cars without a valid ticket face PLN 200–300 (zone-dependent) opłata dodatkowa — fines escalate after 7 days
  • Disabled-bay parking without a karta parkingowa is PLN 800 (one of the highest specific parking fines in Europe)
  • Outside the SPP, watch for "Strefa zamieszkania" (residential zone) signs — parking is only allowed in marked bays

Average Cost: PLN 3.90–4.50 first hour in standard SPP (Kraków, Gdańsk, Wrocław). Warsaw SSPP up to PLN 9.40 first hour with progressive escalation; Kraków SPP up to PLN 6 first hour. Underground garages (parkingi podziemne) PLN 6–10/hour or PLN 60–120/day in city centres.

Common Mistakes Tourists Make

  • 1Drinking the EU-typical "one beer is fine" amount — Poland's 0.2‰ ceiling means even a single small beer can push a small adult over, with a PLN 2,500 minimum fine
  • 2Not carrying a fire extinguisher with a valid inspection sticker — mandatory; missing one is up to PLN 500
  • 3Cruising in the left lane on a motorway or expressway — left-lane hogging is finable PLN 100
  • 4Driving daytime without DRL or dipped beams switched on — mandatory year-round regardless of weather; PLN 100 fine
  • 5Forgetting that the night-time 60 km/h urban allowance ended 1 June 2021 — built-up areas are 50 km/h round the clock
  • 6Underestimating Stalexport tolls on the A4 Katowice–Kraków — PLN 36 end-to-end, cash or card at the plaza, no national vignette
  • 7Entering Warsaw's Strefa Czystego Transportu in a pre-2005 diesel or pre-1997 petrol after the 1 January 2026 stage 2 — automatic ANPR enforcement, PLN 500 fine
  • 8Ignoring odcinkowy pomiar prędkości (average-speed) signs on A2, S7 and S8 around Warsaw — 43 new sections went live in early 2026

Traffic Fines

Speeding

PLN 50 (up to 10 km/h over) rising to PLN 2,500 (over 70 km/h over). Recidywa within 24 months doubles fines to up to PLN 5,000. Mandatory 3-month licence suspension for exceeding the urban limit by 50+ km/h. Tariff unchanged since the 1 January 2022 overhaul.
