Methodology
Theory test difficulty is measured by the percentage of questions a candidate must answer correctly to pass. A country with 30 questions and a 90% pass mark (27 correct required) ranks higher than one with 40 questions and a 75% pass mark.
Countries using non-standard scoring (e.g. Germany's point-based error system where each wrong answer subtracts fault points) are excluded because percentages are not directly comparable. AutoviaTest covers these systems in detail on their respective country facts pages.
Ties are broken alphabetically by country name. The ranking reflects the general Class B licence theory exam, not motorcycle or professional driver variants.
