Methodology
Theory test difficulty is measured by the share of the exam a candidate must answer correctly to pass. A country with 30 questions and a 90% pass mark (27 correct required) ranks higher than one with 40 questions and a 75% pass mark.
Exams scored in points are converted the same way, as long as the threshold is a share of a fixed total: Japan's 90 of 100 points is 90%, Switzerland's 135 of 150 is 90%, Sweden's 52 of 65 scored questions is 80%.
Systems that count mistakes rather than correct answers are excluded, because no comparable share can be derived from them. Germany is the clearest case: a candidate may accumulate up to 10 error points, but a single question costs between 1 and 5 of them, so there is no fixed denominator. Ties are broken alphabetically by country name. The ranking reflects the general Class B licence theory exam, not motorcycle or professional driver variants.
