Eligibility by Nationality

🇪🇺EU/EEA Citizens

EU/EEA licences let you drive in Portugal until the expiry date on the card (IMT, "Troca de título de condução estrangeiro — União Europeia e EEE"). If the card has no expiry date, an administrative validity of 2 years applies from the date you establish residence in Portugal — you must then either renew in Portugal or exchange for a Portuguese licence. Registration with IMT (comunicação de residência) is free; the physical exchange is voluntary.

🇺🇸🇬🇧US/UK Citizens

UK licences: OCDE-category direct exchange under DL 46/2022 — no theory or practical test for any category the UK licence already holds, provided you are under 60 and the licence was issued or last renewed within 15 years (IMT, "Cartas de condução emitidas pelos países da OCDE e CPLP"). US licences: the United States is on the IMT OCDE list, so direct exchange is available without tests under the same 15-year / under-60 conditions. A Declaration of Authenticity from the issuing state DMV is required for US licences.

🌍Other Non-EU Citizens

Rules depend on which category your country falls into under IMT's framework (DL 46/2022, in force since 1 August 2022). OCDE / CPLP countries — you may keep driving on the foreign licence as a Portuguese resident provided you are under 60, the licence was issued or last renewed within the past 15 years, and it has not been confiscated or suspended; exchange is voluntary and requires no tests. Other convention-adherent countries — you have a 90-day grace period to keep driving after establishing residence, then you may continue to apply for exchange until the 2-year mark but without driving; direct exchange is only for categories A1, A2, B, B1 and BE — C, D and E categories require the Portuguese theory and practical test. Non-convention countries — the licence is not valid for driving in Portugal at all; you must pass the Portuguese theory and practical exam on a self-proposed basis.

🎓Students

During an authorised stay as a non-resident (including student mobility), a foreign licence from a bilateral-agreement country is valid in Portugal for 185 days before you establish residence. The 90-day resident grace period starts only when you formally take up residence in Portugal.

Frequently Asked Questions

Can I take the Portuguese driving test in English?
The IMT theory exam is in Portuguese, but since the 2023 IMT Deliberação (and the APT sworn-translator list) you can sit the theory exam with an official sworn translator in English, French, Spanish, Arabic, Russian, Greek, Chinese or Ukrainian. The current translator list is published by IMT and the APT — check it before booking so you can select a translator for your language. The practical exam is conducted only in Portuguese. How long can I drive in Portugal with my foreign licence?
It depends on which IMT category your country falls into. EU/EEA licences are valid until they expire on the card. OCDE and CPLP country licences (UK, US, Switzerland, Japan, Korea, Brazil, Cape Verde, Angola, Mozambique, São Tomé and Príncipe and others on the IMT list) let you keep driving in Portugal even as a resident, provided you are under 60 and the licence has been issued or last renewed within the past 15 years. Other convention-adherent countries give you 185 days as a non-resident plus 90 days after establishing residence — after that you may file an exchange until 2 years, but you cannot drive. Non-convention countries are not valid for driving in Portugal at all.
What is the 90-day / 2-year rule?
For convention-adherent countries other than OCDE / CPLP, IMT sets a 90-day grace after establishing residence during which you may keep driving on the foreign licence and file the exchange (IMT, "Tenho carta de condução estrangeira"). From day 91 up to 2 years you may still file the exchange but you may no longer drive on the foreign licence. After 2 years you may still exchange, but only after passing a Portuguese practical driving test. OCDE / CPLP countries are exempt from this countdown as long as you remain within the under-60 and 15-year conditions.
Can Brazilians exchange their driving licence in Portugal?
Yes. Brazil is on the IMT CPLP list (per DL 46/2022, in force since 1 August 2022). Exchange is direct with no theory or practical test for any category the Brazilian licence already holds, while the holder is under 60 and the licence has been issued or last renewed within the past 15 years. For categories A and B, IMT does not require a Declaration of Authenticity from DETRAN; for other categories a Declaration of Authenticity is required.
Can I exchange my UK driving licence in Portugal after Brexit?
Yes. The United Kingdom is on the IMT OCDE list, so a UK driving licence exchanges directly in Portugal for the equivalent Portuguese categories — no theory or practical test. The standard OCDE conditions apply: the holder is under 60 and the UK licence was issued or last renewed within the past 15 years. A Declaration of Authenticity from the DVLA or DVA is required.
Can I exchange my US driving licence in Portugal?
Yes. The United States is on the IMT OCDE list, so direct exchange without tests is available under the same OCDE / CPLP framework (DL 46/2022), provided the holder is under 60 and the US licence has been issued or last renewed within the past 15 years. A Declaration of Authenticity from the issuing state DMV is required. Because US licences do not show all categories the same way a Portuguese one does, the exchange typically covers category B.
Which countries cannot be exchanged and require the full Portuguese driving test?

What is a NIF and why do I need it?
The NIF (Número de Identificação Fiscal) is your Portuguese tax number issued by the Autoridade Tributária. You need it to register as a Portuguese resident, to sign rental contracts and to open a bank account, and IMT requires it for every licence exchange or test application. Obtain the NIF before starting the exchange.
Do I need to enrol in a Portuguese driving school (escola de condução)?
For a direct OCDE / CPLP exchange, or for a convention-country A1, A2, B, B1 or BE exchange, no — you submit the request online through IMTonline without an autoescola. For a full Portuguese licence (no exchange agreement, or C / D / E from a convention country, or any category from a non-convention country) the law requires you to complete the official number of theory and practical lessons at a registered escola de condução before sitting either exam.
Is the medical certificate something I get from my GP?
Yes. IMT requires a medical certificate that is issued by your doctor and uploaded directly to the IMT electronic medical platform (plataforma eletrónica de atestados médicos) — you no longer carry a paper form between the doctor and IMT. For categories C1, C1E, C, CE, D, D1, D1E and DE you additionally need a psychological assessment certificate from an IMT-accredited psychologist.
How much does the licence exchange cost?
The IMT fee is 30€, with a 10% discount when the request is submitted online via the IMTonline portal (IMT "Troca de título de condução estrangeiro" and "Revalidação" pages). Your GP charges a separate fee for the medical certificate at their private-consultation rate; a psychological assessment (if required for heavy categories) is charged separately by the accredited psychologist. Sworn translation (if your licence is not in Portuguese, French, English or Spanish) is charged at the translator's rate.
How do I submit the exchange request?
Since 21 January 2026 the exchange is filed exclusively online through the IMTonline portal at servicos.imt-ip.pt — IMT has discontinued in-person submission at its balcões for this procedure. You log in with your Cartão de Cidadão, NIF or Chave Móvel Digital, complete the "Troca de Título de Condução Estrangeiro" form, upload the documents and pay the 30€ fee through the portal. Expect to be contacted for biometric data (photo and signature) after the request is validated; the average processing time is 60 days.
