Eligibility by nationality

EU/EEA citizens

An EU/EEA or Swiss driving licence is valid in Estonia until its printed expiry date — no exchange is required. You may exchange it voluntarily for an Estonian juhiluba without exams, unless it expired more than 5 years ago or you were not a permanent resident of the issuing country when you obtained it.

US/UK citizens

The United Kingdom is a 1968 Vienna Convention country; the United States, Canada and Australia are 1949 Geneva Convention countries. A standard UK/US/Canadian/Australian car (category B) licence that meets the Convention form requirements is exchanged for an Estonian juhiluba with NO theory or practical exam — only a health certificate and the state fee. Higher categories (BE, C, D, CE, DE) from Geneva Convention countries do require exams.

Other non-EU citizens

Exchange treatment depends on which road-traffic convention your country belongs to. Licences from 1968 Vienna Convention countries are exchanged without exams; licences from 1949 Geneva Convention countries are exchanged without exams for categories A and B (higher categories require exams). Licences from countries party to neither convention are exchanged only after passing a theory and a practical exam. A foreign licence is valid for 12 months from the start of permanent residency, then must be exchanged.

Students

You may drive on a valid foreign licence for the whole period of your legal stay. The 12-month exchange clock applies only once you become a permanent resident (living in Estonia at least 185 days a year) — students on a temporary stay are generally not affected.

Tips for expats in Estonia

  1. Exchange eligibility is convention-based — a standard UK, US, Canadian or Australian car (category B) licence is exchanged with no exam.
  2. A foreign licence is valid for 12 months from the start of permanent residency; after that it no longer authorises driving.
  3. Permanent-residency proof is strict: at least 185 days a year and two qualifying documents — utility bills and bank statements are not accepted.
  4. The theory test is available in English, so an expat who must take it is not forced into Estonian or Russian.
  5. Health certificates are handled digitally through the national health portal (digilugu.ee) and read straight into the traffic register.
  6. Estonian e-Residency is a digital-identity programme only — it does not grant permanent residency or any driving-licence exchange right.

Frequently asked questions

Do US, Canadian or Australian drivers have to take a test to exchange their licence in Estonia?

Not for an ordinary car licence. The USA, Canada and Australia are 1949 Geneva Convention countries, so a category A or B licence that meets the Convention form requirements is exchanged for an Estonian juhiluba with no theory or practical exam. Exams are required only for higher categories (BE, C, D, CE, DE) or for licences from countries party to neither the Vienna 1968 nor the Geneva 1949 Convention.

How long can I drive in Estonia on my foreign licence?

Tourists and temporary residents may drive on a valid foreign licence for the whole period of their legal stay. Once you become a permanent resident (living in Estonia at least 185 days a year), the foreign licence is valid for 12 months from the start of residency — after that you must have exchanged it for an Estonian juhiluba.

Can I take the Estonian theory test in English?

Yes. The Transpordiamet theory test can be taken in Estonian, Russian or English. The practical driving test is conducted in Estonian, but you may bring an adult interpreter. Note that exchanging a convention-compliant foreign licence requires no exam at all — use AutoviaTest to prepare if you do need to sit the test.

Does Estonian e-Residency help with licence exchange?

No. e-Residency is a digital-identity programme for online business; it does not make you a permanent resident and confers no right to a driving licence or to exchange one. A licence exchange requires genuine permanent residency — living in Estonia at least 185 days a year.

What does it cost to exchange my licence in Estonia?

The state fee to issue the licence is €23 via the e-service or €33 at a service bureau (€50 / €63 for expedited 2-working-day issuance). Add the cost of the health certificate, set by the doctor (commonly around €30–50). If your licence requires exams, the theory exam is €30 and the practical exam is €50.

Good news: the official test is available in English.
