Methodology

Theory test difficulty is measured by the percentage of questions a candidate must answer correctly to pass. A country with 30 questions and a 90% pass mark (27 correct required) ranks higher than one with 40 questions and a 75% pass mark.

Countries using non-standard scoring (e.g. Germany's point-based error system where each wrong answer subtracts fault points) are excluded because percentages are not directly comparable. AutoviaTest covers these systems in detail on their respective country facts pages.

Ties are broken alphabetically by country name. The ranking reflects the general Class B licence theory exam, not motorcycle or professional driver variants.

Can I take the theory test in English in these strict countries?+
Most countries in the top 20 strictest offer the theory test in English alongside their national language. Japan, South Korea, Spain, Iceland, Switzerland, and Luxembourg all provide English-language exams. A few countries (notably Vietnam and Greece) offer limited or no English-language options — check the official licensing authority before booking.
Which countries have the easiest theory tests?+
At the other end of the ranking, countries with theory pass marks below 75% include several in Latin America and parts of Africa. However, "easy" theory doesn't always mean easy licensing — many of these countries compensate with strict practical tests, mandatory training hours, or other requirements.
