Eligibility by Nationality
EU/EEA Citizens
EU / EEA and Swiss licences may be used in the Netherlands for up to 15 years from the original issue date for categories AM, A1, A2, A, B and BE (5 years for C1, C, D1, D and the E variants) โ RDW: "Dan mag u hier nog 15 jaar mee blijven rijden in Nederland (na afgifte van het buitenlandse rijbewijs)." Exchange is voluntary during that period and no theory or practical test is required.
US/UK Citizens
UK and Northern Ireland: on the RDW exchange list โ direct omwisseling without theory or practical test for all categories. USA: not on the RDW list โ standard path is the full CBR theory + practical tests, unless you qualify through the 30%-regeling for highly-skilled migrants (kennismigranten), which allows exchange of a licence from any country while the ruling is active.
Other Non-EU Citizens
Under the Wegenverkeerswet 1994 (art. 108) you may drive on a non-EU / non-EEA licence for up to 185 days from the date you are registered in the BRP. After that you need a Dutch rijbewijs โ either by exchange (if your issuing country is on the RDW "geschikt voor omwisseling" list or you hold the 30%-regeling), or by passing the full CBR theory and practical tests.
Students
Students registered in the BRP fall under the same 185-day rule (non-EU) or 15-year rule (EU/EEA) as other residents โ there is no separate student exemption. If you are not registered in the BRP (short stay) the foreign licence / IDP remains usable during your authorised stay.

No Agreement (Full Test Required): Countries not on the RDW list (including most US states, Australia, New Zealand, China, India, Mexico and most of Latin America and Africa) require the full CBR theory and practical tests, unless the applicant qualifies through the 30%-regeling exception above.
Tips for Expats in Netherlands
- 30%-regeling is the single biggest expat advantage: while the ruling is active, you can exchange a licence from ANY country without theory or practical test โ including US, Australian, Indian, Chinese and Brazilian licences that are otherwise not on the RDW list.
- UK / Northern Ireland licences remain on the RDW exchange list post-Brexit โ all categories, no tests.
- CBR category B theory exam is available in English on Mijn CBR ("Theorie-examen Engels auto"). Since 7 April 2025 the exam is a single 50-question paper with hazard-recognition clips integrated โ you pass with at least 44 correct answers in 30 minutes.
- The authority that decides the exchange is the RDW, but you always apply at your gemeente (municipality). The CBR only gets involved for the Gezondheidsverklaring or for CBR tests.
- Non-EU applicants must submit a Gezondheidsverklaring through Mijn CBR before the gemeente will process the exchange โ start this on day one of the BRP registration to avoid exceeding the 185-day window.
- 2toDrive lets 17-year-olds drive with an approved begeleider (minimum age 27, at least 5 years' category B) after passing the practical exam โ theory from age 16, lessons from 16ยฝ, practical from 17, solo driving from 18. Begeleiderspas costs โฌ25 at the RDW.
