EU/EEA Citizens
All EU/EEA states are parties to the 1968 Vienna Convention on Road Traffic, which Turkey acceded to on 22 January 2013. EU/EEA driving licences can therefore be converted to a Turkish sรผrรผcรผ belgesi at the Nรผfus Mรผdรผrlรผฤรผ with NO theory or practical test โ only document submission, sworn translation (noter tasdikli tercรผme), health report and the state fee. The 1-year conversion deadline starts when you obtain your residence permit (ikamet).
US/UK Citizens
United Kingdom IDPs and UK driving licences are recognised under the Vienna 1968 Convention โ direct exchange at the Nรผfus Mรผdรผrlรผฤรผ with no theory or practical test. United States licences have no exchange path because the USA is NOT a party to the 1968 Vienna Convention; US holders must attend a Motorlu Taลฤฑt Sรผrรผcรผ Kursu (MTSK), pass the theory and practical exams, and obtain a fresh Turkish licence.
Other Non-EU Citizens

Students

Tips for Expats in Turkey
