BAC (Blood Alcohol Content) limits are normalised to percentages. Countries listing limits in g/L or ‰ have been converted for direct comparison — 1 g/L ≈ 0.1% BAC, and 1‰ (per mille) ≈ 0.1% BAC.

Many countries apply stricter limits to novice drivers (typically first 1–3 years after licensing). This ranking uses the general adult limit; novice limits are documented in each country's facts page.

Ties are broken alphabetically. The ranking excludes commercial driver limits (which are typically stricter than passenger limits in most countries).
